BRIEF NOTE ON RYTHU BAZARS

 

Introduction:

·        The Rythu Bazars were established in the year 1999.  The concept of Rythu Bazar was developed to facilitate direct marketing between consumers and farmers.

·        80 Rythu Bazars are functioning  in the State with temporary/ semi-permanent structures.

·        No service charges and no market fee is levied in Rythu Bazars.  Vegetable growers/farmers committee fix the selling price in Rythu Bazars.

·        Joint Collector is the Co-ordinating  officer of Rythu Bazars in the District.

·        Chief Executive Officer, Rythu Bazars will supervise, control and coordinate at State level.    

·        The main objective of Rythu Bazar is to ensure remunerative price to farmers and provide quality and fresh vegetables to consumers at reasonable rates.

·         Rythu Bazars provide direct interface between farmers and consumers eliminating intermediaries in trade.

·        Each Rythu Bazar has an Estate Officer with supporting staff. Supervisors/Security Guards.

·         Joint Collector is provided with a sum of Rs.5.00 lakhs as revolving     fund under the market intervention scheme to control the prices.

·         The Price Fixation of vegetables in Rythu Bazars shall be through a committee of farmers and the Estate Officer.

·        The prices generally   will be 25% above the wholesale rates and 25% less than the local retail prices.

·        Estate Officers have been instructed to implement prices on the display Boards.

·        Field officers have been instructed to pursue with  the respective Depot Managers of APSRTC to provide buses to Rythu Bazars.

 

Recently Initiatives:

 

Following initiatives are taken up from December, 2015 onwards.

·        Renovation:

 

The existing amenities such as toilets, drinking water facilities, electrification etc., have been repaired and renovated.  Renovation / face lift works such as painting, placement of new boards etc., have been taken up in 34 no. of Rythu Bazars.

 

 

 

 

·        Strengthening of amenities:

 

Action has been taken to construct toilets, install safe and pure drinking water systems (R.O.units), provision of additional stalls depending on the need.

 

·        Rythu Seva:

 

Action has been taken to establish “Rythu Seva” in Rythu Bazars.  

 

ü  Centre for providing information and services to the farmers.

ü  Display of information material (Technical information, photos, models etc.)

ü  Arrangement for keeping books/information dissemination material on Horticulture.

ü  Sale of vegetable seeds, vermin compost etc to farmers.

 

·        Sanitation:

 

ü  Placement of sufficient number of dustbins.

ü  Arrangement of cleaning, removal and lifting of garbage in the night itself i.e. immediately after closure of Rythu Bazar.

ü  Operationalisation and utilization of the Vermi compost facilities established in some Rythu Bazars in effective way is under progress.

 

·        General Maintenance:

 

ü  Measures are taken to undertake repairs and maintenance works (electricity, plumbing etc) in Rythu Bazars without any delays. For facilitating smooth functioning and effective maintenance of Rythu Bazars (12 Nos.) in Visakhapatnam city one electrician and one plumber are engaged on outsourcing basis.  Similar arrangement is planned for Rythu Bazars in Vijayawada and Rajahmundry towns.

ü  Vehicle parking system has been improved by proper barricading and other arrangements especially in Visakhapatnam district.

ü  Strengthened CCTV surveillance and public address systems in all Rythu Bazars.

 

·        Price information:

 

ü  Electronic display board / LED display boards have been arranged in 20 Rythu Bazars located in Vijayawada, Visakhapatnam and other places.

 

 

·        New Rythu Bazars:

 

ü Construction works of new Rythu Bazars are in progress at 3 places namely S.Kota (Vizianagaram Dist.,), Mandapeta (East Godavari Dist.,) and Ponnur (Guntur Dist.,).

 

ü New Rythu Bazars have been sanctioned at 5 places, namely Velpur (Tanuku, W.G.Dist.,), Tiruvur (Krishna Dist.,), Kuchipudi (Krishna Dist.,), Gannavaram (Krishna Dist.,) and Payakapuram (Vijayawada). Designs and Estimates have been finalized and tenders have been called for. Action is being taken to complete them before end of June, 2016.
