Introduction

The Right to Information Act 2005 is an Act to provide for setting out the practical regime of right to information for citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of a Central Information Commission and State information Commissions and for matters connected therewith or incidental thereto.

Subject to the provisions of the Act, all citizens shall have the right to information and Sec. 4(1)(b) of the Act casts in obligation on each public authority to publish a manual on the functioning of each department.

This manual gives a comprehensive idea about the particulars, functions of the Marketing Department and also the powers and duties the employees including the channels of supervision and accountability.

This manual contains 15 chapters in all which gives information about the functioning of the Marketing Department in a nut shell.

All the matters relating to the marketing of Agricultural produce are dealt in the Department in the implementation of AP (AP& LS) Markets Act, 1966, AP

( AP&LS) Markets Rules 1969 and

Bye-laws of the Market Committees.

The Marketing Department was bifurcated in 1962 from Agricultural Department and formed into a separate department mainly to implement the AP(AP&LS) Markets Act 1966, through the Market Committees constituted under the Act and also various farmer related programmes for the benefit of farmers. The hierarchical pattern of officers of the Dept. is shown in chapter 3.

Section Superintendent

The Section Superintendent is in charge of a Section in the Department. Two or three

Sr.Assts. or Jr.Assts. assist him. He is responsible for all files relating to the subjects allotted to the Assistants under him. He is directly responsible to the officers under whom he works for the efficient and expeditious processing of files in all stages in this Section. Training of the
assistants of the Section Senior Asst. and Junior Asst. is organized under him. He is not expected to express decisions what orders should be passed on any case. He can refer in the file the earlier decisions already taken while processing the file. He should maintain strict discipline in his Section.

Sr. Assts and Jr. Assts

The main duties of the Section Assistants of each Section are to enter all the references in the Personal Registers and give numbers and open the files to assist the Section Superintendent in dealing with the cases relating to their Section. They are expected to do the work as per the District Office Manual (DOM) maintaining the prescribed registers , typing drafts, fair copying, despatching. After completion of the action of each file, it should be closed as per DOM wherever necessary after the approval of the Section Officer concerned.

ORGANOGRAM:

Marketing Department (State Level) Commissioner & Director of Marketing is the Head of the Department under the administrative control of Agriculture and Co-operation Dept at Secretariat level. There are regional Joint Directors of Marketing and Deputy Directors of Marketing for each region and Assistant Directors of Marketing for each district except Hyderabad District.

There are 22 Asst. Directors of Marketing one to each District at District Head quarters except Hyderabad District.

There are 6 regional Executive Engineers ( Marketing) with head quarters at Visakhapatanm with jurisdiction of Srikakulam, Vizianagaram and Visakhapatnam Districts, at Vijayawada with jurisdiction of East Godavari, West Godavari and Krishna Districts, at Guntur with jurisdiction of Guntur, Praksham and Nellore Districts, at Kadapa with jurisdiction of Chittoor, kadapa, Anantapur and Kunool Districts, at Hyderabad with jurisdiction of Hyderabad, Ranga Reddy, Nalgonda and Mahaboobnagar Districts, at Nizamabad with jurisdiction of Medak, Nizamabad and Adilabad Districts and at Warangal with jurisdiction of Karimnagar, Warangal and Khammam Districts . There are 22 Deputy Executive Engineers for each district located at District Head quarters except Hyderabad District.

Procedure Followed in Decision-making Process

Designation of final decision-making authority

The procedure followed in the decision making is common to all sections in the Directorate of Marketing as per the District Office Manual.

The proposals of the District/ Regional Offices/ Agricultural Market Committees under the control of the Department are received in Tappal Section. On receipt of the same, the Tappal clerk gives Tappal Number and keep all Tappal papers in a separate tappal Book and send them to the officers concerned. On perusal of Tappal by the concerned officers, they will be sent to the concerned sections. The concerned Assistant make an entry in the personal register and process put up the same in the shape of a file and submit the file to the concerned Section Superintendent. The Section Superintendent scrutinizes the file and writes his remarks, and submit the file to the concerned Assistant Director of Marketing/ Deputy Director of Marketing / Joint Director of Marketing/ Additional Director of Marketing/ Director of Marketing as per the office orders and finally to the Commissioner and Director of Marketing for sanctions and approvals or in certain cases to Government where orders are requested from Government.
