Sub:-    Agricultural Market Committees – Budget Estimates for the year        2009-10 – Instructions Issued  - Reg

            It is to inform that the financial year 2009-10 is near by approaching, as such the Agricultural Market Committees have to prepare their Budget Estimates and to submit the same to this office before ending the financial year 2008-09 for approval. Hence the Market Committees are requested to follow the guidelines given as under at the time of preparation of Budget Estimates.

1. Economy should be observed while preparing the Budge Estimates.

2. The Market Committees should prepare the Budget Estimates in the proforma prescribed as usual to have uniform proforma. The Assistant Director of Marketing should supply proformas to the Market Committees in their jurisdiction.

3. No new post/vehicles shall be proposed in the Budget.

4. The Market Committees shall furnish the details of Security Guards originally sanctioned to them. No Market Committee shall propose for Addl. Security Guards.

5. The Agricultural Market Committees should propose the Market Fee target by taking the average income of last (3) years (i.e., 2006-07, 2007-08 and            2008-09 or the income arrived for the year 2008-09 which ever is higher. (Actual upto December-08 and proposed for the remaining 3 months)

6. The list of items under Miscellaneous head should be furnished as was sanctioned during 2008-09.

7. Some of the posts were shifted along with persons by this office during                   2008-09. The same should be shown in the statements of sanctioned strength of both respective Agricultural Market Committees duly indicating the same in the remarks column. The said statements should be attested by secretary and the Assistant Director of Marketing concerned.

8. The Market Committees should propose the expenditure on all items pertaining to the Market Committee to the extent of Market Fee proposed only during 2009-10. No extra amount will be sanctioned from the closing balance of the Market Committee.

9. The Market Committees should also submit a statement showing the works undertaken by them during the year 2008-09 along with amount expended and to be expended and stage of work including spill over works.

10. The guidelines issued during 2008-09 regarding preparation of Budget may also to be taken into consideration in addition to the above guide lines.

11. A statement showing the existing works (amenities) of each Market Committee along with description note about their utilization.

12. Necessary notifications of Market Committee U/S 3(1), 3(3), 4(1), 4(3) (c) and 4(4) of Markets established by Agricultural Market Committee.

13. As per check list information may also be furnished.

14.  Proposals should be added for proper fire fighting in functional markets.

All the Assistant Directors of Marketing/Joint Directors of Marketing in the state are requested to obtain Budget Estimates for the year 2009-10 from the Market Committees before end of this month and kept ready duly scrutinized for review by this office on or before 30-01-2009. (Two hard copies of Budget Estimates of each Market Committee and the CD of the Dist. should also kept ready.)

The date and venue of the Budget meeting shall be intimated at a later date.
