CIRCULAR

 

                        Sub:-   AMCs – Budget Conference of AMCs for the year 2007-08 – Instructions – Reg.

            As the financial year 2007-08 is fast approaching, the Agricultural Market Committees are requested to prepare the budget estimates of Agricultural Market Committees for the year 2007-08 and submit to the Assistant Directors of Marketing concerned for scrutiny before 15-2-2007.  The concerned Joint Directors of Marketing/ Deputy Directors of Marketing/ Assistant Directors of Marketing shall scrutinize the budget estimates and feed them into a CD (windows 95 or 98) (Ms. Excel) Market Committee-wise and submit the CD and two hard copies to this office before 28-2-2007.  The information also be furnished in the Booklet forms, as per previous year.

            The Agricultural Market Committees/ Assistant Directors of Marketing/ Deputy Directors of Marketing/ Joint Directors of Marketing are informed that economy should be observed while preparing the budget estimates for 2007-08.  The following guidelines shall be observed in this regard:-

 

1.      All the Assistant Directors of Marketing are requested to download the budget proforma 2007-08 from http://market.ap.nic.in  and communicate the same to the Market Committees in their Jurisdiction, to have a uniform proforma.

2.      Number of Agricultural Market Committees are asking sanction of Security Guards, seasonal workers (daily wagers) and hiring of vehicles without taking into consideration of the actual requirement.  Every Agricultural Market Committee shall furnish the details of Security Guards sanctioned originally in the Budget for the year 2006-07 shall be shown in the Budget for the year 2007-08.  No Agricultural Market Committee shall propose any additional Security Guards or seasonal workers as well as hiring of vehicles beyond Four Months (For Assistant Secretary to Grade I Secretary cadre Agricultural Market Committees)

3.      No new posts shall be proposed in the Budget.

4.      The Market Committee should also provide probable amount under miscellaneous head for maintenance of Rythu Bazar if necessary.

5.      Purchase of new vehicle to Agricultural Market Committees shall not be proposed in the budget.

6.      The Agricultural Market Committees should propose the Market Fees Target by enhancing 20% more than the last 3 years average income (2004-05, 2005-06 and 2006-07) actuals upto December 2006 and estimated income from January 07 to March 07) or the Target fixed for the year 2006-07, whichever is higher.

7.      The Agricultural Market Committees shall propose amount under Rythu Bandhu Pathakam Scheme, as proposed last year.

8.      The amount for New Works shall be proposed for the year 2007-08 @ 20% of the last year Market Fee income.  Two lists showing 1) spill over works upto 2006-07 and 2) 20% of the works proposed last year 2006-07 separately.  The amount required under New Works for the year 2007-08 (restricted to 20% of the income for 2006-07) shall be furnished with full details on need basis should be proposed.  A detailed description note also to be enclosed on the utilization of Existing Facilities.  The same should be submitted duly attested by the Deputy Executive Engineer (M) concerned.

9.      The list of items under Miscellaneous head should be furnished as was sanctioned during last year and the amounts should also be proposed as per the enclosed statement.  The items proposed in the Miscellaneous head should also be shown alongwith proposed amount.

10. The Agricultural Market Committees should not propose amount under the sub-head “Maintenance of vehicle” in the original Budget Estimates and it should be kept blank.  The amount under hire vehicles should be proposed in the list of items under “Miscellaneous” head only.  The Agricultural Market Committees which are above cadre of Secretary Grade I shall propose the hire vehicle for a period of 1 year.

11. The Agricultural Market Committee shall propose an amount of Rs.40,000/- & Rs.80,000/- under sub head Animal health camps @ Rs.10,000/- & Rs.20,000/- for each camp to be conducted in every quarter for the cadres of Assistant Secretary to Grade I and Special  Grade & Selection Grade Agricultural Market Committees respectively.

12. No amount should be proposed under the sub-head “Link Roads” as the Government has already taken decision not to utilize the funds for the same.

13. No amount should be proposed under the sub-heads “Purchase of Furniture and Machinery”.

14. Some of the posts were shifted along with persons by this office during 2006-07. The same should be shown in the Budget estimates of both the respective Agricultural Market Committees duly indicating the same in the remarks column.

15. The Assistant Directors of Marketing should identify the surplus posts if any and to submit a consolidated proposals through Joint Director of Marketing concerned duly obtaining the consent of both the Chairmen, Agricultural Market Committees for review at the time of sanction of budgets for the year 2007-08.

16. The treasury balances of Market Committees shall be brought to the budget meeting as on the date of meeting.

17. The budget estimate copies shall contain all the details as was done last year.

The date and venue of budget conference shall be intimated at a latter date.
